That sounds quite fascinating! I have never heard of the Titanic insurance scam conspiracy. I shall have to look in to it.
I can easily believe that something like that may have been considered. My understanding is that during the official inquest immediately following the sinking, pressure from the White Star Line and the shipbuilders convinced the investigators to disregard the survivor claims that the ship broke in half as it sank. The conclusion of the investigation was that the ship remained intact as it sank. When Ballard and Company found the wreck broken in two on the seafloor in the 1980s, it confirmed most of the eyewitness accounts that the ship broke in half during the sinking. So yes, there were actual conspiracies taking place surrounding the aftermath of the sinking, which makes the idea of a larger conspiracy seem more plausible.
