that was a traditional Japanese display doll of the variety that was often presented from one family to another during special events and the like,
though i'm not so sure if that is so commonly done anymore.
i found her at my local GOODWILL for around $20 a couple/three years ago, and i snatched her up the moment i saw her.
the blue/white Victorian style dress was cribbed off of a roughly 1/6 scaled porcelain doll back in the early-2000's.
it was originally reworked for my first ever Anime Doll, TOYNAMI's 2001 "Tenchi Muyo!" Ayeka Masaki Jurai,
and then eventually reworked once more for my second girl, TSUKUDA HOBBY's late-90's 1/5-ish "Mamotte Shugogetten" Shaorin,
complete with Victorian-style undergarments, and it has remained her dress since...
